84 CJ7 , My wipers stopped working on low or intermittent They only work on high. They picked a perfect time to stop working, during a snow storm! Any ideas? Is my switch bad?

But it is also very likely that there is just a bad connection.
There are separate wires that go from the switch to the wiper motor for speed. I'm not sure of the colors but there is a wire for high speed and another for low speed. I think the wire for low speed has a bad connection at one end. First off I would reseat each connection, at the motor and the switch. Did the problem start when it started snowing? Use dielectric grease. It may help in the future for problems like this (moisture and corrosion).
The wire colors above may be wrong. I have another diagram that shows the colors as being red, black and green but then again I have a '79 CJ5 .
