Wont shift

I originally posted this in a intro thread, moved it to here. Early '79 AMC 304 to a GM Turbo 400 new build, took jeep for a first test ride. Reverse and 1st gears are good, Transmission wont shift. It has been sitting for a few months to a year before I bought it. Fluid looks clean, no burnt smell and no leaks.
Maybe a vacuum issue? Anybody have any ideas?

I cannot help in this but maybe try googling it? I know you should have some kind of shift linkage that sounds to not be hooked up but I am not sure if it will keep the Transmission from shifting. Google will be the place to look though
