360 pulley ?

I've got a 360 v8 I've been told was out of a javelin in my CJ5 . I just installed a new water pump and started putting my pulley back on and it seems the bottom and top pulley are almost scrubbing now. The old water pump looks identical to the new one except the new one seems a little thicker in the housing which could cause the pulley being a few mm further out. I just don't think the pulleys were that close before. So are the pulley suppose to be almost working together almost scrubbing? I haven't tighten all the way back down yet.

Mine were very close. Can't remember how close but as I remember it did concern me at the time.
