I've sprayed cleaner through the whole when I had it apart and it does come out of the base.

Here are the pages for these parts from the 1974 - 1980 Master Parts Catalog. As long as there are no holes internally it should be a closed system, i.e. separate from the vacuum system. Hope this helps.

Here is the vacuum diagram for 1980 CJs with the 49 State AMC 304 , manual Transmission & standard cooling (probably most common AMC 304 setup for 1980). Not sure what the difference would be for a 79.
