Dana 20 rebuild issue please help!

I just went threw and put all new seals and gaskets in my Transfer Case . Along with new poppet balls and springs as the old springs where worn out. (one was actually broken) I have the whole thing back together now but it doesn't wanna shift into 4 wheel hi or low. It will go into 4 wheel but it takes a lot of force to make it and a lot of force to take it back out of 4 wheel. Could it be I have one of the poppet balls on a bind or something of that sort? If you have any ideas or have had this problem please let me know how you fixed it.

Did you try shifting the shift rails with it out before full assembly?
I'd double check the springs and detent depth may need a shorter spring - my Dana 300 did this and I swapped the detent springs and it shifts extremely smooth now
