Do I need a new starter?

It's cranking when I turn the key but the engine doesn't turn over. Any ideas?

Hmmm like you hear the starter turning? If the starter bendix is not extending it won't engage the fly wheel, spin the motor a little by hand and try to start again if it catches you probably have some broken teeth on the flywheel if it still dosent pull the starter loose and check to see that the bendix is extending out when you hit the key, if it's not I would get a new starter

Is the engine cranking over and not firing or is it just the starter spinning.

You can pull the starter and take a set of jumper cables and hook the grnd to the housing and hit the pos to the connection and see if it slides out and spines or just spins. If it doesn't slide out it's bad.

So I replaced the fuel pump and filter. It started. I looked inside the carb too and it was really nasty so I think it was a combo of both. It's running for now but I'll have to do a carb rebuild asap.
