Foam/Rubber filler ???

I'm doing some body work on my 85 CJ7 just got it a few weeks ago. When I removed the roll bar there was a foam or hard rubber glue under the roll bar where it mounts to the floor. It was anywhere from 1/2 to 3/4 inch thick! What the heck is this stuff as I need to put more in when I reinstall the roll bar.

No, it's a po. trying to fill a rust hole. There should be nothing there.

There was no rust under the roll bar, just solid metal. Must have been a body shop as the jeep was painted a few years back. Thanks
