Interior Footwell Tiedowns

I’ve started to tear into the Jeep, and found these tie-down points on the outside of both footwells.

Are these factory? What is the purpose?

If it was factory the screws would not be rusted or under the carpet.
I'm guessing someone added a hold down for who knows what???

I've never seen footman loops in the floor boards. Can't imagine a factory scenario for those.
