I'll try to keep this as direct as possible. I have a 83 CJ7 , been converted to Howell F/I. Its a Calif vehicle with a Ca legal kit and been this way for 10 years+ I do not believe it was originally a Ca vehicle as it has some Non Ca lookin smog equip such as no check engine on the dash like the stepper carbed ones did. The problem.. the vacuum line arrangement is nothing like what the CARB approved Howell diagram on the under hood sticker shows. I have serious doubts it would pass a visual under hood inspection regardless of how the numbers look. Ive sourced the correct 4 port CTO but my charcoal/evap canisters purge valve is damaged (I think) . IMine has only 3 nipples coming outta it. standing over it on the drivers side looking down on its top I see on the right the carb vent nipple which is capped because the FI kit says to. Next over is the fuel tank nipple which is hooked up, next is a small vac line that is tapped into the intake manifold base. The cap or top of the evap canister, that was once the purge valve (I think) is supposed to have yet another line from it to the CTO valve. The cap on mine is gone along with what, again I think, should have been a rubber diaphragm and whatever else was under it. I need to find another good canister if anybody has one. Id like to get this CJ back in order for upcoming smog checks and figured sooner than later on any repairs. BTW, I found a complete listing of MFG part numbers for just about every Jeep made vacumm control valve or switch for this stuff if anyone needs some info.

Since you suspect the installation of the conversion, I would start by downloading instructions from the Howell website to verify the work that has been done. You can also contact Howell by phone and talk to them direct, they are known for good customer service, I would not recommend e-mailing them. Not all of the later model CJs came with the check engine light, as my Ca. model did not either, but it is required. The cannister must be the oem version, legally. Make sure your complete fuel tank vent system is hooked up. I have not had a problem getting my CJ smogged since I converted to the t.b.i.
