Help! Just replaced the intake and exhaust manifold Gaskets

Yeah, I know....I am just like every other jackass. I took apart the exhaust and intake manifolds and now I have some spare parts and the baby doesn't want to turn over.
First question, can I just block the rear side of the air pump and thereby disconnect the air injection manifold? Do I need this thing. I believe it is a California emissions thing?
Second, does anyone have a diagram of how all the hoses reattach to each port?
Third question, I have these steel tubing part which seem to lead nowhere. They come up through the second from the front intake manifold "space" and I have no idea where they go. Any ideas.
Forth question, at the base of the exhaust manifold are two connections: on is tapped and the other is bolted (they secure the base of the throttle lever.) The one that is tapped with not "bit" any suggestions?
Carburetor is leaking at the base, which probably means I should have replaced the gasket, duh....
At least the gasket are in place. Any and all help will be greatly appreciated

1st question, do mean the engine will not start or it will not "turn over?" Not turning over is an electrical problem, just want to be sure what you are asking...

I believe that I have hooked the all the hose up wrong.
I believe it is a vacuum problem
From the fuel filter on the passenger side I have two lines running up over the engine, one goes to the in-line fuel filter with two exit ports. Looking at the engine facing the radiator, coming out of the fuel filter, the left one is connected to the left port of the carb and the second connects to what I believe is the return fuel line. The second line connects to the spark port on the base of the carb, or the port closer to the radiator.

1st thing to do, plug all vacuum lines and try to start, it may run like but it will run.

Also, the carb base gasket is leaking? That needs to be fixed as you are sucking in air an really leaning out the fuel mixture.

When you move the throttle arm, does it squirt fuel into the venturi?

1st .... replace that carb gasket...
When you get it running, it will suck to have to remove it AGAIN just to fix that gasket..

2nd.... I'm betting you arent getting gas at the carb.... check that first

I am getting gas at the carb, filling the venturi and it seems to be an even flow...The gasket at the bottom is definitely leaking, since I pulled it and just tried to re-fix it.....
Tomorrow I will plug all the vacuum lines

This diagram shows many different connections, I am not certain what the PO bypassed. Looks like I will have to start from scratch...
