Frame reinforcement plates for a bumper or winch? 
Thats what I was thinking. I was gonna say for a snow plow frame as well till I looked at the location.

They look like the pieces that were between my frame and the front bump stop.
That aroused my curiosity as Id never really noticed them. Sure enough I believe your correct. Excuse the "its just getting dark and Im in a hurry" pic.
