How do I remove 1982 Clutch Pedal?

I have a 1982 CJ7 , AMC 258 i6 / 4.2l , and the clutch pedal hinge is so old that the bushings are breaking up causing the pedal to stick. I’ve seen others in this forum with similar problems, so I’m not alone.
But I can’t seem to remove the pedal from the shaft up under the dash. I loosened the dashboard to get better access underneath, and removed the retainer clip and washer that seems to hold the pedal on the shaft. I expected it to slide off toward the left, but it’s not going anywhere.
Has anyone come across this before?
I may need to just unbolt the entire clutch and brake pedal bracket and remove the unit as a whole. What I don’t know is why the pedal won’t slide off the shaft.
