What specific carb? You install the carb before or after the hiatus? Old gas? Was it running before the carb swap?

Tons of expertise on here, but they may need you to elaborate a bit on exactly what you did and when you did it
 
First thought was stuck or faulty float. But you said you checked that already. Other thought is the small rubber o-ring where the float valve seats. Next I would check the accelerator pump. It is a diaphragm with a gasket. Cracked/torn rubber would leak.

Good advice here. Also check the float itself to be sure it still "floats". Years back I had a brass one that developed a pinhole leak and would fill with fuel.
