Back to working on my 79, CJ7 , AMC 258 i6 / 4.2l . On the front of my carb, there is a diaphragm that currently has nothing going to it. It's on the front drivers side, between the throttle and fuel line coming in. I've take. It off and looked at it, there is a hole on the plunger end, but not the back. I don't seen any hoses or wires around that might go to it either.

Looks like a dashpot to me. It cushions the throttle lever just before the throttle fully closes, then it's allowed to fully close slowly to reduce emissions.
Do you have a pic of the carb?

Edit: What happen to the pic in your post?
 
Sorry, the picture that is there now is inverted. I took two pictures, but can't seem to attach both. Your explanation seems to fit, it's right inline with the throttle linkage but it's a good two inches away, maybe missing a piece of linkage itself.

It is a Dash Pot to slow down the throttle plates at the last stage of closing eliminating sudden stops of the engine.
However; The pin of the Dash Pot looks too short which indicates adopted from another brand/model.
When the throttle plates fullyy closed and the dash pot stem pushed fully in the gap between the tip of the stem and the stem rest on the cam lever must be around 2.5 mm
