Rear drum brake HOT

I noticed my rear brakes squeaking pretty bad. Who knows how long the PO serviced them so I went ahead and replaced the drum, brake shoes (riveted) and all the springs/hardware. The brakes are off a 1980ish International scout 2. The left rear brake is good, no problems at all. Now the passenger rear will get hot and start squeaking bad! if I take a water bottle and spray both drums the right one sizzles. I tried loosing the brake shoes some but no change. My next guess is to change the wheel drum cylinder. I'm thinking maybe its sticking open? what do you guys think?
