Not sure what year CJ5 you have, I assume it is a 66 based on your name. Sometimes the latches just wear out and you just need to replace them. Also, if the rubber seal between the windshield and cowl is worn out, it will compress and cause the windshield to be loose. Not to mention, it will leak when it rains.

You can adjust your dash latch. The latch bolts have a slot for adjusting the tension on the windshield side hook latch.
