I am new to this forum. I am restoring this Jeep which sat for 19 years. The carburetor has been rebuild recently. I have probably driven it 2 miles since the rebuild without issue. As of today it takes a generous amount of gas pedal to get it to crank. If it does crank i have to keep my foot on the gas at a high rpm. At this point I suspect either fuel starvation or a vacuum leak. The windshield wipers are vacuum driven and they do not work.

Any help will be appreciated. Thanks

Vacuum leaks are always a good place to start. Did you replace all the old vacuum lines? Even though you may have them hooked up, they could be old and dry rotted. With the engine off and the air cleaner off, can you see gas squirting down the carb throat when you open the throttle? If not, you are not getting gas even as far as the bowl. Check the fuel pump and the fuel filter. If you do not have a fuel pressure test gauge, at least disconnect the fuel line from the carb and put it in a can and crank the engine. (remove the coil wire first so the engine can't start) Are you sure the float level is correct.
Even though this may seem like a fuel problem, it could be ignition. Check the spark, timing, and the point gap. Improper timing can cause low vacuum, hence, your vacuum wipers won't work.

Buy a hand held vacuum gauge, their inexpensive, and one of the best diagnostic tools you can own. Post up your vac reading.

I also agree about the vacuum issue.
I would also be look'n into the ign timing.
What recent work has there been done on this engine?
