carb question

Okay so the engine is turning over nicely now with the new starter (no plugs in) although I find out now that I am also going to have to replace the solenoid as well as the starter. I had to jump it with a screwdriver for it to work.
So now I have cleaned off the plugs and put them back in. Yes I numbered the lines from the distributor.
And I put a small splash of gas in the carb and turned it over. It really sounded like it wanted to fire but no go.
I took a flashlight and looked into the bottom of the carb and noticed how dirty (rusty) it seemed so I am thinking that could be a good reason why it didn't fire up?
Would my next move be to remove the carb and try and get it cleaned out. Yes I am going to be taking pictures of everything as I go just to make sure I don't forget anything.
So my main question is, does this sound like a logical next step to try to get this engine fired up for the first time in several years?
I also took the gas line off and ran it to a gerry can for clean gas. I need to replace the gas tank on this Jeep too.
My next question is, there are some metal tubes coming out of the carb in different positions. I have enclosed some photos. Is there some lines missing which go somewhere on it?
