So, dumb question here, I need to replace the hoses and to do this I need to drain the fluid. I see the petcock but do I attach a tube to this and just turn the levers on it with the cap off?

Put a bucket under the petcock. (I find a home depot orange bucket is plenty big)
Take off radiator cap.
Turn petcock (you may need to use pliers).
Let it drain.

If you're replacing the fluid, be sure to properly recycle the old coolant. If you're not replacing the fluid, make sure you use a good funnel when refilling the radiator.
 
Perfect, looks pretty straight forward.
 
I have always taken off the lower hose since I couldn't get the petcock to open. You have to be careful this way because it can get messy and be sure the coolant isn't hot
 
And for the sake of any animals that may be in the area, please be sure and contain any and all coolant! Antifreeze actually has a 'good' taste but is very toxic and will kill just about anything that ingests it.
