Electrical issue, cj won’t start

Hello fellow cj owners,
I am pretty new to working on jeeps (or any car) and am currently pretty stumped. My Jeep has been sitting for a little over a year without being started. I put a new battery in and fresh fuel and tried to start it. As expected it didn’t start right up. Long story short I may have gotten a little carried away with cranking it and fried the starter solenoid( the little stream of smoke made it easy to identify).
I replaced it but now nothing happens when I turn the key. (duralast F496)
-I have checked all the fuses in the fuse panel under the dash
-I have confirmed it’s grounded to the fender.
-battery reads 14.2V (and had it load tested to be safe)
- “I” terminal and “S” terminal both read 0V with ignition is on run
-when I turn the key to start the “I” terminal reads 7.65V and the “S” reads 0V
-The large terminal that goes to the starter still reads 0V
My best guess at this point is that either the ignition or ignition switch is bad. Does anyone know what the terminals are meant to read on a functioning starter solenoid? Do you guys think it could be the ignition switch?
