While out at our hunting camp last weekend my scrambler took a nose dive into a deep water hole. I have changed all the fluids ( front rear diffs, tranny, Transfer Case and engine) the starter was submerged and I replaced it with a new one. I installed the new starter and turned the jeep's AMC 258 i6 / 4.2l over. The starter was Very noisy and finally did turn over. The starter continued to engage and the engine kept running even when the key was turned off. I thought maybe the solenoid was stuck open so I replace it. I repeated the above process this time when i turn the key nothing happens at first, but then it struggles to fire. I tested the starting side of the solenoid and it have 12v. Bad Coil???

as in "bad coil" on the solenoid, yes , could happen.

Put a charger on the battery over night and see if that helps.

I would love to see pics on that adventure, although I have seen a lot of that stuff. It does seem that you have acquired a set of problems though, possibly starting with starter gear mesh issues. Even possibly a bad starter to begin with,. Along with testing for a bad relay and possibly other electrical componets.
