Navajo brake system issues.

On my '82 Scrambler, I have put the Navajo brake kit from off again 4x4. Though I have run into some problems. The kit contains a larger master cylinder, a larger booster, and a bypass for the proportion valve. When I first installed the kit, the propoortion valve would not come off, so I left it on there, and the brake system worked perfectly. But when I finally put the bypass parts on, I lost a lot of brake power. The soft pedal I have, makes me think there is air in the brake lines, but I have bled them numerous times to no avail. I am tempted to put the proportion valvve back on, but the instructions insist thay they work best without. Why does air keep getting in my system? What is the best way to fix this. Thanks.
