Quadratrac Part Time identification question

I have a 1978 CJ7 with AMC 304 and the GM Turbo 400 /QuadraTrac combo. I have posted before regarding changing the Transfer Case and have decided to keep it.
I performed an inspection of the belt and it needed to be replaced. Opened case and found the belt to be very loose. My question is this:
The Jeep performs like a conventional part time 4x4 with the "emergency drive" seemingly engaging the front wheels. P.O. told me that a part time kit was installed, and the vehicle has locking front hubs.
Question #1. Can anyone look at the photo and confirm that a part time kit is in place? If not, what should I look for?
Question #2: Tested vacuum actuator and with a vacuum pump. First pump it snapped forward as if engaging 4x4. Second try it held vacuum on the disengage side, but not on the engage side, and the rod doesn't move. Did I destroy the actuator?
