What's the most * shim you can use without it having issues or being unsafe. I talked to a guy at tom woods and he said they sell up to a 12* shim. Anyone running his high? Is this okay to do?

Use what is necessary to get the preload correct.
Castings can vary quite a bit but can’t change and never would have left the factory if it was out of spec.
You should be able to use the same shims or at least the same size that came out of it.

If you are going to have to add that much shim, the best thing to do is cut the perches off and reweld them at the correct angle. If you can't weld and don't know someone who does, make sure that you go with steel shims, not aluminum.

Do not use 'cast' shims. Use steel only. ;)
Don't forget to buy new/longer centerbolt for each spring pack.

Use only the amount of shim needed, to get you into the high side of OEM specs.
