'84 Jeep CJ 7 with 94 Wrangler in-line 6 engine.
Look for a pulley on a spring mounted arm. It probably will look like an idler pulley. A regular open box wrench that pulls the entire arm should give you enough slack to swap out the belt. If there isn’t a pulley on an arm for tension, start looking at bolt ons like the alternator that has a bolt through an elongated slot for adjustment.
 
Take a close look at that red pulley on top to see if there’s a spring holding it in tension.
 
I know a lot of the 4.0 in Cherokee have the adjustment pulley attached by the power steering pump
