I didn't look up but thats about right for the size of bolt. You can check here Steel Bolt Torque Specifications Table - Engineer's Handbook for typical max torque on grades, but you don't always want to max either, some things break before the bolt:D.

I think mine just had washers, if they were lock they were pretty flat so they might have been like yours, it's been a while but they haven't come loose yet.
 
Torque specs from what I have seen are at 40 ft. lbs for 3/8-24 grade 5. The best approach would be to install new full metal lock nuts and studs and not reuse threads that are that old and have already been used a number of times. I'm sure you would be O.K. by inspecting the threads in the nuts and on the studs for any galling or wear. When you turn the nuts make sure there is a fair amount of resistance since it is a locking nut and designed not to unscrew, otherwise replace. I would think a flat washer would be good against the brake dust plate also.
 
I can't find the specs in the manual. So I am going to go with 40 as suggested could some one double check for me. I am waiting for another manual to come hope to fill in the gaps thanks.
