CAN anybody tell me , how "steering effort " is calculated ?

I couldn't tell you exactly without researching and looking up the formulas, it is just a matter of physics though.

The steering effort depends on too many factors such as speed, terrain, tire size. Manual steering is a pain at low speeds or off-road but on the highway the difference isn't noticeable.
Now the steering ratio is a much more exact figure. It can tell you how quick the steering is.
Can I ask why you want to measure the steering effort?
