Steering wheel part identification...

I took my steering wheel off a few months ago and now putting it back together. I had this metal ring/washer that doesn't quite fit and I don't see it on any exploded steering wheel diagrams. What is the part for? ..... and does it go on before anti-theft metal plate (which is to the right) or after (assuming before...). It doesn't quite fit centred because of the cancelling cam....

It has been a long time since I have had mine apart but I think it goes on after and that is what works the horn. But I am old and my memory is not what it use to be.

Hmmm....i kinda left this part out for now - maybe the reason my horn is always "ON" and had to disconnect.

The part goes over the round, plastic, insulator ring with the matching 3 protrusions. Then, the horn cup goes over it.
