If I recall, in the factory configuration, there is a cast iron bracket that supports the Transmission /Transfer Case for the 4 speed. It would bolt to the two holes on the cross member you have circled in the photo.
 
Pretty sure i figured out a good placement for the crossmember that will place the Transmission mount in the middle of it and provides room to get to the Transfer Case drain plug.
I just have to drill two holes in it, which is not a big deal. No new holes in the frame.
One thing I'm not sure about is if it matters which direcrion the crossmember is installed. Now i would have to bolt it on flipped from how it was before, so that the goles circled on my previous picture are facing the front.
Any ideas?
 
I would suggest installing it and see which way it fits best. In the later CJs it is a directional fit.
