The air injection system was taken off and plugged on one side. It should be disconnected from each of the cylinders and proper plugs put in to close the holes but I don't know if you would be able to get the bolts off with out breaking something. As long as both sides are plugged off somehow, that's what you need. As hokie as the drivers side looks, if it works, don't mess with it. The passenger side needs to be plugged off though, that's just a big exhaust leak. See if you can find a short bolt or plug from a local hardware store that fits to plug it up.

Depends on if you're driving it while "later" comes. You could just smell like gas fumes, or under certain conditions you and your passengers could died of carbon monoxide.
If it were me I would get it done now!
If you're worried about the bolts cut the tubes at the base the weld them so they don't leak.
If you don't have a welder or the money to pay someone I would cut the tubes about 2" from the base and bend them over and crimped them.
Then take it to a muffler shop and have them sniff test it.
If their leaking have them weld them closed.
 
The red arrow, like he said, that tube goes to the choke on the carb, that heats the coil to open it. It's not electric, it's much simpler and it's a pretty good system.

That passenger side tube needs that big hole plugged. Any of Posi's ideas are good ones. You might be able to spray some PB Blaster or such on the bolts to get them out and then put plugs in there.

Just remember that those tubes get as hot as the exhaust manifold so nothing rubber.
