Make sure the welder understands he is welding cast iron to steel pipe.
Best to 'skip-weld' also.

I recently saw a youtube vid of a shop doing this to an axle. He said the only stuff he found that sticks well to both metals was 309 Stainless rod. I'll see if I can dig up the full video link.

The hole for the emergency brake cable needs to face forward for the cable to connect.

I have never had an issue using flux-core wire for this.
