CJ won't start

I can see a few valves through my oil fill and either my PCV or breather grommets.

No tools required but a flashlight.

Put a finger over the plug hole, it will compress on one revolution and not on the next. intake and exhaust. This will tell you about as much about your valves as pulling the valve cover.

Don't forget the ole compression gauge, the one with a check valve in the stem that locks the reading when you remove it.

You get a readout that says the piston and rings are compressing, the valves are seating at least good enough for a reading, and you can compare all cylinder readings to find the weak sister cylinder (s) with low compression readings.
