I think of the vents more like a spray bottle or carburetor for that matter where the fluid (or air) is drawn up by the low pressure created by the air rushing over the top. Also heat raises, big ol' holes in the hood has to vent some of that heat out, I know you can certainly feel the heat coming out of the hood when its sitting in the garage after a drive.
