Question about locker

I have a Dana 44 rear Narrow track in my 76 CJ5 . The build is just starting reassebly. I pushed the frame out in reverse. I decided to move the chasis. But the rear axle won't spin forward. Now this is a lunch box locker, and I have yet tom install adequate quantities of differential lube. Is this normal. I went through the whole thing, replaced a axle shaft splines were toast. new brakes hardware drums you name it except for the housing and differential gear set with the locker. Not sure if this is normal. I even took the load off by jackin it up. No forward movement. BTW the axles are the only things on the chassis so its not the Transfer Case or tranny.
Are these axles with lockers installed that hard to turn ...do they need the full compliment of diff lube in order to work?
