Speedometer not working properly

First, I will apologize if this is a worn out subject. BUT...
I recently bought my son a 1981 CJ7 , 258ci, 3 speed manual, Dana 300 Transfer Case with short rear output, rear diff has the "DD" stamp, also running on 33's.
The speedometer is NOT working correctly. It will run up to 35'ish mph and no higher. I have checked it vs. a gps and it is about 1-2mph fast through out that range. I have taken the cable loose from the Transfer Case and spun it with a drill, Speedo will go above 85mph on the drill. I have read several posts but haven't found any that have updated with a solution/solved post. I have also read a few posts that say there is no way to fix it.
Suggestions or links to actual fixes greatly appreciated. We won't let him drive it until I know the speed is accurate as a 16 yr old boy doesn't need any tickets.
