T15 trans lugs in 1st gear

1979 CJ-7 Renegade w/4.2L Project
So I am in the home stretch of figuring out the Frankenstein setup of my project 79 CJ7 that had a T-15 swapped into it with a AMC 258 i6 / 4.2l engine and Dana 20 tcase. It had been a QuadraTrac jeep and the po swapped in a standard AMC20 rear with what I assume is the factory gearing. My question is that now that I have completed hooking up the drivetrain, it seems to lug in 1st gear unless you keep giving it gas to move along. I've never owned this Transmission setup so don't know if that is to be expected. Warm idle is about 700rpms and I am running 31 inch tires with maybe 2 inches of total lift.
In low it will creep along ok, still not great though.
