Can the position of the filter, by itself, actually cause a sputter?

It's possible. It ca also cause hard starting due to fuel siphoning as well. Remember, it's a free run return line and if the draw is on the bottom fuel is just being shoved right through the line, possibly starving the carb. When the engine is off, it can siphon off fuel back to the tank.

Thank you! I will flip that filter around and see what happens. I probably can't be that lucky, but it's worth a shot. Usually, my luck causes it to be the most unlikely and complicated solution you can think of!!

I wish I could say that flipping the fuel filter up solved the problem, but it didn't...I don't know whether I've got a carb problem or an internal engine problem....
 
What is your fuel pressure and engine vacuum at idle?
