What is this and why is it broken? Lol

Anyone able to tell this rookie what this line is or does? Does it move gear oil around? My Transfer Case is wet and im trying to figure out why. The Line Goes from the engine bay where its plugged off, past the shifter and hooks in. Its cracked as you can see in the photo.

Transfer Case breather line.
Standard 3/8" fuel hose, just remove the vent cap from the end on the firewall, might need to cut it with a utility knife.
