although i live in the ghetto i don't like having my plate duct taped to my back window of my hard top

There should be a bracket under the left taillight for your plate like this

Something I saw done on a TJ Rubicon was wrap the plate around the rear corner just below the tail light were the bracket would place it and screw it flush to the corner. No edge sticking out to grab you or whatever, it was realy clean and have thought of doing it myself.

wouldn't that allow for water to get in there and rust it??? also would it be illegal considering from the the rear you wouldn't be able to read the full plate?

Probably but this guy is a desert wheeler and would see little rain, I did not look close to see if it was sealed or maybe had a small air gap?
