I think Rustbuster says to leave 1.5" of old material (you can see I cut mine down quite a bit - frame is bottom up in the photo). I started out just cutting out the bottom surface so I could get the new part flush and then as I cleaned things up I found more rot and went almost to the max.

I was dealing with the section near the spring hanger so I measured from the front hanger to make sure it ended up in the same spot. I would measure from spring hanger to the shackle hanger before you remove it and then match it up (doesn't your repair part have the shackle hanger nuts welded in to pre-mount?).
 
I cut my frame back leaving about 1.5" along the length and cut the bottom of the rail back to where I could butt the repair section up to it with the bottom surfaces flush. Once I had everything where I wanted it, I welded all around. Does that make sense?

Here's a photo of how I matched up the repair section to the frame. The black line is where the original frame is under the repair.

Getting it straight and level would probably be my biggest challenge.
