Depends on what state you’re in. Missouri doesn’t have emissions for “Classic Cars”, which is effectively anything 25 years or older.

I would not mess with that thing if your Jeep is grandfathered. But, if you live in a slave state you may have to in order to get tags.
 
I finally had time to look at your Carb pictures.
Yes, that is a Mess of a Throttle Cable bracket.
It has Electric Choke which should work fine. It hooks up to the ignition wire.
Do you have the 6 clips to hold the Air Cleaner on?
And that other plugged off line is the Bowl Vent. We have options for how you want to hook it up.
Ok it’s time to start figuring out what goin on with this Carb. I’m going to be honest I have no clue what to do.
 
On the vapor return line. I've been watching a few videos and they all say it routes off the charcoal canister. Is that something I need to source and install?
My understanding is that it's only to reduce the fuel venting odor, not anything performance related. So, not required, but helpful if you want to avoid occasional whiffs of gas fumes from the tank sloshing around.

There are a bunch on Summit:
There are a million of them (lots of copies) for cheap on Amazon. On both you can search by vehicle and year, which CAN be helpful, but not always.

Almost all the auto parts stores will have specific carburetor cable brackets or universal ones, but they rarely have them in-stock. You almost always they have to special order them, so you may as well buy online.
 
Soup in an earlier post you said find the numbers on the Carb. Where would I find them?
In the picture you just posted.
There are Two of them By the Carb Base by the Junk Throttle Bracket.
There might be some on the Top of the Carb too by the "Air Horn".
