Maybe this is silly, but can't he hook up a meter and test to see what draw there is with the switch off?

Yes he can, but he needs to use an amp meter.
To use an amp meter you must remove the battery cable and connect the meter up so the current goes through the meter. (One lead on the battery post and one lead on the end of the cable)

So yes, an amp meter can help. With the engine and accessories off there should still be 12 volts but it's the current that should be very low.
Some things such as clocks will still need 12 volts when the car is off but will only draw miliiamps.
