Electrical Mystery winch

Hi everyone! Glad to be here. I am new to Jeeps in particular and forums in general so please forgive any missed steps on my end.
I joined for your collective, patient help with the '77 CJ purchased earlier today.
Has anyone seen, been exposed to, owned or worked on a bumper mounted chain winch (see shabby pic - better ones to follow asap) . I could not find a pic or any related reference in hours of online searching.
Please pass along any info.

Its hard to tell from the pics but at first glance it looks home made. Once you get better images it will be easier to tell.

Chain sounds pretty dangerous just off hand, imho. I would like to see it work though
